A dedicated space bringing together information, resources and support for existing and emerging strategic authorities.

The introduction of the English Devolution and Community Empowerment Bill on 10 July 2025, following the publication of the English Devolution White Paper on 16 December 2024, outlined the intention of Government to expand the model of mayoral strategic authorities across England.  

The LGA has long called for the genuine devolution of powers to local places, and we seek to support every strategic authority and constituent council in England to ensure that devolution works for them.  

Strategic authorities are uniquely positioned to create ambitious strategies across their whole area. Whilst councils and strategic authorities are both democratically-led organisations which work to improve outcomes for residents, they are distinct organisations with often different and sometimes overlapping responsibilities. The unique value of strategic authorities lies in part in their: 

  • Convening power to support collective working through an integrated, place-based approach.
  • Capability to tailor policy to local needs and innovate compared to central government.
  • Power to secure economic investment and drive economic growth, including by bringing together opportunities and speaking for a region with one voice.
  • Mandate to plan and oversee delivery on a larger regional footprint, particularly for large infrastructure, skills and business support.

This strategic authorities hub brings together good practice, existing learning, and tools for strategic authorities of all models. This includes foundational strategic authorities, mayoral strategic authorities, and non-mayoral combined authorities.

Cradle to career: Improving outcomes in Liverpool City Region

Watch our new video case study on Cradle to Career (C2C), showcasing how the Liverpool City Region Combined Authority is enabling a place-based approach to improving outcomes for children and young people. Central to this is the role of Right to Succeed, who lead delivery of the programme - working closely with communities to co-design solutions, build local capacity, and secure additional philanthropic funding. 

The video follows the journey from its origins in North Birkenhead to its expansion across the city region, highlighting how strategic leadership and strong cross-sector partnerships can support long-term improvements for local communities.
