Effective procurement, underpinned by commissioning, has never been more important for local government. Increasing demand for public services and decreasing resources are driving councils to improve productivity and efficiency to deliver better outcomes for local people.

Our procurement and commissioning programme encourages councils to benchmark in line with the UK Government’s National Procurement Policy Statement, enabling local government procurement to demonstrate how they achieve best value for their communities.

In March 2026, the Local Government Association (LGA) launched an online survey to identify, document, and prioritise the principal user needs of local government in England for the successful implementation and adoption of the Procurement Act 2023 and the Procurement Regulations 2024. The survey also sought to understand the current state of procurement practices and key challenges for local government.
Our refreshed 'National procurement strategy for local government in England' – and accompanying toolkit – have been designed to support local authorities of all types, sizes, up and down the country to maximise opportunities in their supply chains.
